Responsibilities

  • Lead the overall planning, governance, and delivery of large-scale development programs from concept through handover and operational readiness.
  • Develop and maintain program execution strategies, implementation plans, and roadmaps aligned with business and national objectives.
  • Drive integration across infrastructure, transportation, utilities, and community development workstreams to ensure cohesive delivery.
  • Manage multiple concurrent projects and packages within a broader program portfolio, prioritizing resources and resolving interdependencies.
  • Develop and control master schedules, phasing plans, and key milestones using recognized planning tools and methodologies.
  • Oversee cost management and budgeting, including cost estimating, value engineering, cost control, and forecasting.
  • Ensure compliance with relevant codes, regulations, and local authority requirements across all project components.
  • Lead construction delivery planning for complex infrastructure, transportation corridors, residential developments, and utility networks.
  • Coordinate logistics strategies, including materials management, construction access, site-wide coordination, and interface management between contractors and stakeholders.
  • Monitor contractor performance, construction progress, and productivity; implement corrective actions where necessary.
  • Champion construction safety, quality, and environmental management, ensuring adherence to best practices and project-specific plans.
  • Manage relationships with government entities, regulators, municipalities, and public-sector stakeholders to secure permits, approvals, and alignment.
  • Lead stakeholder engagement and communication strategies for communities, end users, and operational entities affected by infrastructure and development works.
  • Prepare and present high-quality reports, briefings, and decision papers for senior leadership and external parties.
  • Support procurement strategies for consultants, contractors, and suppliers, including tendering, evaluation, and award recommendations.
  • Oversee contract administration, change management, claims evaluation, and dispute avoidance/resolution.
  • Ensure that commercial risks are understood, managed, and balanced with delivery requirements and long-term operational needs.
  • Ensure that operational, maintenance, and asset management requirements are embedded from the early stages of program design and delivery.
  • Oversee documentation, as-built records, and training to ensure seamless transition into live operation.

Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
  • 15 years of experience delivering large-scale infrastructure and development projects, including at least several years in a senior project/program management role.
  • Experience in large logistics, transportation hubs, or integrated infrastructure platforms.
  • Proven track record in managing complex multi-billion-riyal programs or portfolios in sectors such as transportation, highways, rail, utilities, or major mixed-use / residential community developments.
  • Demonstrable experience working in or with public-sector entities, regulators, or large master-developments.
  • Strong knowledge of project management methodologies and tools (e.g., PMI, PMP, PRINCE2 or equivalent), and of construction and engineering processes.
  • Experience in complex stakeholder management, including government agencies and community stakeholders.
  • Excellent English communication skills (written and verbal).
