Responsibilities

  • Lead and coordinate resourcing activities for APAC PMC/ Management Consultancy projects, ensuring manpower requirements are delivered in line with project needs and the approved Manning Plan.
  • Participate in client and project meetings to understand staffing requirements, monitor project progress and provide timely resourcing updates.
  • Liaise closely with clients and project teams to clarify role requirements and develop effective resourcing solutions.
  • Support manpower planning, headcount monitoring, recruitment, candidate selection and mobilization for both local and expatriate employees.
  • Partner with People & Culture, project leadership and Operations Centers to coordinate onboarding, compensation, benefits, payroll inputs, leave and other employee-related matters.
  • Work closely with project Cost Control teams to review role budgets and market salary levels, ensuring recruitment decisions are aligned with project requirements and budgets.
  • Develop and review job descriptions and coordinate recruitment activities in accordance with the staffing sequence outlined in the Manning Plan.
  • Source and identify suitable candidates through internal talent pools, LinkedIn, recruitment platforms and external agencies.
  • Partner with discipline hiring managers to assess and shortlist candidates and provide recommendations to clients.
  • Coordinate interviews, candidate feedback, offers and pre-mobilization activities to ensure a smooth and timely recruitment process.
  • Support onboarding and mobilization requirements, including HRF submissions, onboarding notices and related documentation.
  • Monitor and review manpower-related invoices and purchase orders submitted by Operations Centers, Hub and agencies.
  • Maintain accurate resourcing records and provide regular updates to the APAC resourcing dashboard and management.
  • Provide project-based administrative and operational support, including timesheet review, leave tracking and employee movement coordination.
  • Work closely with People & Culture, Legal and other stakeholders on employee relations, resignation, termination and offboarding matters, ensuring compliance with company policies and applicable requirements.
  • Undertake other resourcing activities and projects as assigned by the Head of Resourcing.

Requirements

  • Bachelor's Degree in Human Resources, Business Administration or a relevant discipline.
  • Minimum 10 years of relevant project resourcing/recruitment experience, preferably within PMC, EPC or Management Consultancy projects.
  • Strong understanding of project manpower planning, resourcing strategies and workforce mobilization.
  • Proven experience managing recruitment activities for technical and professional positions.
  • Strong stakeholder management skills, with the ability to work effectively with clients, project teams and hiring managers.
  • Good commercial awareness, including understanding of project budgets, manpower costs and market salary levels.
  • Strong planning, coordination and organizational skills with the ability to manage multiple project requirements simultaneously.
  • Excellent communication and interpersonal skills.
  • Ability to work independently, prioritize effectively and operate in a fast-paced project environment.
