Responsibilities

  • ● Develop and implement the Project HSE Plan, emergency plans, risk assessments and safety-inspection system.
  • ● Monitor compliance with OSHA 1994 (as amended), applicable regulations, DOSH/JKKP and client safety requirements.
  • ● Review HIRARC/JSA, permit-to-work controls and high-risk method statements, and verify implementation.
  • ● Conduct inductions, toolbox meetings, safety training, emergency drills and safety committee activities.
  • ● Perform routine and special inspections, issue corrective notices and close unsafe conditions and acts.
  • ● Investigate accidents, near misses and occupational-health events; complete reports, root-cause analysis, statutory notifications and CAPA.
  • ● Maintain HSE statistics, inspection and training records and DOSH/JKKP documentation; report performance to project management.
  • ● Advise the Project Manager on OSH compliance and report major risks, incident trends and corrective-action status.
  • ● Review subcontractor safety staffing, competency and HSE performance and participate in onboarding and evaluation.

Requirements

  • ● Diploma or degree in Occupational Safety and Health, Engineering or a related discipline.
  • ● Degree in Occupational Safety and Health preferred, with NIOSH or DOSH/JKKP-recognised SHO training and registration.
  • ● At least 5 years' construction HSE experience, including 2 years as an SHO; major building-project experience preferred.
  • ● Experience managing major construction projects with multiple subcontractors and high-risk activities.
  • ● Practical experience supporting DOSH/JKKP, client or consultant audits and closing corrective actions.
  • ● Must hold valid registration as a Safety and Health Officer with Malaysia DOSH/JKKP (commonly known as a Green Book SHO).
  • ● Strong knowledge of OSHA, construction safety requirements, incident reporting, HIRARC, PTW and emergency management.
  • ● Valid CIDB construction personnel registration is required; first-aid, fire-safety or relevant trainer credentials are an advantage.
  • ● Strong knowledge of OSHA 1994 (as amended), applicable construction-safety requirements and DOSH/JKKP reporting and records.
  • ● Competent in HIRARC, JSA, PTW, incident investigation, emergency management, occupational health and safety analytics.
  • ● Good English and Bahasa Malaysia communication, training and reporting skills; Chinese is an advantage.
  • ● English and Bahasa Malaysia must be sufficient for training, authority inspections, incident reporting and management presentations.
  • ● Strong leadership and site influence, with authority to stop dangerous work and escalate required resources.
