Responsibilities

  • Prepare and maintain the Project Quality Plan, ITPs, checklists, method statements and quality registers.
  • Review material submissions, samples, certificates and test reports; arrange incoming-material inspection and witness testing.
  • Raise and track WIRs, MIRs and RFIs, coordinating inspections and acceptance with the consultant and client.
  • Inspect civil, structural, M&E and architectural works, identify quality risks and drive preventive action.
  • Issue, track and close NCRs, observations and corrective-action notices, including root-cause analysis.
  • Control third-party testing, equipment calibration and the completeness and validity of test reports.
  • Conduct quality briefings and internal inspections, manage defect close-out and compile handover quality dossiers.
  • Maintain quality risk and inspection plans, defining hold points, witness points and records for critical activities.
  • Analyse recurring defects and trends, drive preventive action and report quality performance to project management.

Requirements

  • Diploma or degree in Civil, Building Services, Quality Engineering or a related discipline.
  • Bachelor's degree preferred; quality-management, welding, concrete or M&E inspection credentials are an advantage.
  • At least 3 years' construction QA/QC experience, including material submissions, work inspections and NCR management.
  • Full-cycle quality experience from project quality planning through final handover.
  • Consultant inspection and third-party testing coordination on major building, industrial or international projects is preferred.
  • Familiar with ISO 9001, construction quality-control processes and commonly used Malaysian standards; strong documentation skills.
  • Proficient in Microsoft Office; AutoCAD and project document platforms are an advantage.
  • Valid CIDB construction personnel registration is required; QA/QC, ISO internal-auditor or relevant technical certification is preferred.
  • Familiar with quality-control points for concrete, reinforcement, steelwork, waterproofing, finishes and M&E installation.
  • Competent in ITPs, MIRs, WIRs, RFIs, NCRs, method statements and quality dossiers.
  • Good written and spoken English; Bahasa Malaysia or Chinese is an advantage.
  • Able to independently prepare quality reports, NCR responses, inspection records and handover indexes in English.
  • Firm and objective in driving compliance and corrective action without compromising standards under programme pressure.
