About the Company
We are looking for a professional IT Project Manager (Public Sector) to lead software application projects for government agencies, state enterprises, and large corporate clients.This role covers the end-to-end process from proposal, bidding, and contract through delivery, acceptance, and warranty, and requires hands-on experience and know-how in software development, infrastructure (on-premise, cloud, and hybrid), database, cybersecurity, and PDPA compliance. The role reports to the Vice President of Operations and the Assistant Vice President of Operations.
Responsibilities
- ● Bill of Materials (BOM) and Technical Specifications: Design and estimate the hardware, software, and peopleware required to pitch proposals; comply with the Terms of Reference (TOR), align scope of work (SOW) and meet acceptance conditions.
- ● Project Delivery & Acceptance: Own delivery end to end - requirements, development, migration, testing (UT, SIT, UAT), go-live, work periods, payment milestones and warranty - with internal quality review before every submission, so deliverables pass the client's formal inspection on submission, on the contractual date without delay.
- ● Compliance: Review cyber risks and ensure high/critical vulnerabilities from vulnerability assessment (VA) or penetration testing (PT) are closed before handover, and ensure delivery complies with PDPA, the Cybersecurity Act, and DGA standards.
- ● Cost Control: Minimise the gap between the estimated cost and actual cost of projects, and maintain the expense schedules agreed with the vendors, suppliers or subcontractors; route all work beyond the TOR through approved change requests; avoid penalties from any delayed, incorrect, or missing deliverables.
- ● Stakeholder Management & Reporting: Act as the primary contact for the client's acceptance committee and end users; run project meetings, formal inspections, and sign-offs; escalate issues before impact; keep status current and auditable; and hand over cleanly to the maintenance team.
- ● Quality Assurance & Control: Deliverables pass internal quality review and achieve first-time acceptance, with zero severity-1 defects after go-live, no high/critical vulnerabilities at handover, and high client satisfaction at every milestone.
- ● On-Time Delivery: All milestones and go-live achieved on contractual dates with zero liquidated damages.
- ● Scope of Work Precision: Deliver exactly per contract and TOR - no unpaid out-of-scope work, every change under an approved change request, and zero scope disputes with the acceptance committee.
- ● Profitability: Actual gross margin meets or exceeds the as-sold margin, with billing and collection on plan.
- ● Monitoring and Collaboration: Project status current and auditable, reports on schedule, risks escalated early, and positive feedback from client committees and internal teams through to handover.
Requirements
- ● Bachelor's degree in Computer Engineering, Computer Science, Information Technology, or a related field.
- ● 5-8 years of experience in IT project delivery, including at least 3 years as a project manager.
- ● Direct work experience with government agencies, state enterprises, public organisations involving TOR, e-GP, inspection and acceptance procedures, liquidated damages, and time extensions.
- ● Experience in any of software development, system integration, IT consulting, cybersecurity, cloud, data or AI projects.
- ● PMP, PRINCE2, TOGAF, ISO/IEC 27001, CIPM or related certification.
- ● Working knowledge of programming languages such as Python, C, C++, Java, or C.
- ● Proficient in using AI and productivity tools.
- ● THB 60,000 - 100,000 per month (depending on qualifications and relevant experience)
- ● Performance-based incetives tied to on-time delivery, acceptance success and project gross margin.
- ● 10 days of paid annual leave, excluding public holidays.
- ● 1 day of paid birthday leave, to be taken within your birthday month.
- ● Social security coverage in accordance with Thai labour law.
